ProPEL Indy has used previous studies, federal, state, and local agency input, as well as public feedback to identify 24 potential solutions that may address the transportation issues in the study area known as the Universe of Concepts. Potential solutions identified in the Universe of Concepts include a wide range of possibilities that could be potentially applied to one or more locations throughout study area.

The Universe of Concepts is the first of a two-level screening process for potential improvements in the study area. Each concept is being evaluated to determine if it meets the study’s Purpose and Need, which identifies transportation needs, opportunities, and desired outcomes in the study area.

Potential solutions carried forward from the Universe of Concepts will be evaluated further and refined by the study team. In the next phase of the study, concepts will potentially be combined and applied to specific locations in the study area to create alternatives.
