ProPEL Indy concluded on December 15, 2025, with the release of the ProPEL Indy PEL Study Report, which summarized and documented planning efforts from start to finish. You can view the full report and all study documents below.

ProPEL Indy resulted in a wide range of reasonable alternatives for INDOT to consider for development of future projects on I-65 and I-70 in Indianapolis. These alternatives will require further analysis to determine both feasibility and effectiveness in meeting transportation needs.

At this time, no decisions have been made about the future of I-65 and I-70. Factors such as urgency of needs, statewide priorities and funding availability will be considered when identifying future projects in the study area.

Final round of Community Conversations

In conjunction with the release of the study’s Alternatives Identification and Screening Report, ProPEL Indy hosted the final round of Community Conversations in the study area in September 2025. Public comments on the report were accepted through October 5, 2025. Watch the video for a recording of the meeting presentation.

Second round of Community Conversations

During the second round of Community Conversations the study team shared information about the transportation issues (needs) and desired outcomes (purposes) that were identified in the study area in the draft Purpose and Need report. Public feedback on the report was requested through June 30, 2024.

ProPEL Indy is a unique visioning exercise that will transform how we plan investments in our interstates over the next 20 years. Public and stakeholder feedback is vital to the success of the study. The initial round of public engagement occurred from May 30 to September 30, 2023, as part of the Visioning and Data Collection phase of the ProPEL Indy study.
